With reference to your Despatch No. 109 of the
8th. May, I have the honour to inform you that Mr. Churchill accept-
-ed the non-duty pay salary of his post prior to the coming into
force of General Order 128 (a) and therefore could not have relied
on that regulation when he made his choice. He did not subsequently
refer to the General Order at any time in support of his claim.
In view of the misapprehension on his part,

however, I have no objection to his being allowed to draw the duty
pay of the Director of Public Works for the period 5th. to 24th. mtu December, 1913, less the difference between his non-duty pay and his
duty pay salary for the period.
